Introduction

Background and context

This standard addresses wording and structure considerations when writing questions for Statistics New Zealand's questionnaires. The quality of a questionnaire will affect respondents, interviewers, and Statistics NZ as a whole. Data will be of higher quality if the wording and structure of questions are consistent and follow best practice guidelines. The responding process should be as simple and easy as possible.

Rationale for the standard

A questionnaire should be designed to meet the survey's objectives or information needs. In addition, the quality of Statistics NZ's data is dependent on good quality questions. This standard has been developed to ensure that the wording and structure of questions conform to best practice and are as consistent as possible across Statistics NZ's questionnaires.

Development of the standard

This standard is based on best practice as recommended by academic research and international statistical agencies, while taking into account the needs of Statistics NZ.
