In the 1996 Census of Population and Dwellings, a question on year of arrival was used to derive a count of the number of years since arrival in New Zealand. At the time this derived variable was termed duration of residence. The variable which can be derived from year of arrival is now termed years since arrival in New Zealand. Duration of residence cannot be derived accurately from year of arrival in New Zealand and is a separate concept.

Output tables for years since arrival in New Zealand should be accompanied by an explanatory note indicating that years since arrival in New Zealand is calculated identically to duration of residence in the 1996 Census of Population and Dwellings and is therefore directly comparative.

Users of the standard

The standard for year of arrival/years since arrival is used by the Department of Labour, the Department of Internal Affairs, the Ministry of Pacific Island Affairs, regional and local bodies and special interest groups (such as the Ethnic Affairs Council).

International

Duration of residence

In Australia, the definition of duration of residence specifies that absences from the country of one year or more should not be included in the count of the number of years that a respondent has lived in the country. In the interests of international and historical compatibility, duration of residence in New Zealand should therefore exclude intervening absences, and thus requires a separate statistical standard.
