Classification and coding process

Classification criteria

Internationally established ICT indicators record a wide variety of statistics. These include the use, location, activity, and uptake of certain ICT products and services by households and individuals, businesses, educational establishments, and the government. With additional indicators likely to be added in the foreseeable future, these cannot easily be grouped into a small number of classifications.

The Partnership on Measuring ICT for Development’s core ICT indicators allow us to benchmark progress towards an information society.

The partnership’s core ICT indicators included in this standard are:

  • infrastructure and access to ICT
  • household/individual use and access to ICT 2006–2012 
  • business use of ICT.

Excluded from this standard are indicators measuring:

  • government use of ICT 
  • educational use of ICT.
